Consultants of Rythmisis who have undertaken the creation of the guidelines (“Rythmisis Code”) for the three aspects of the interest of the Institute, by providing their legal academic and practical knowledge and project supervision, as well as collaborate with the technical consultants of the individual sectors, are the following:
Eirini Apostolelli was born in 1993 and is a graduate of the Law School of the University of Athens (2011-2016). She completed her master’s degree at the same school in the direction of Public Law-Public Policies, with a Specialization in Environmental Law (2018-2019). She has worked as a lawyer in a law firm, where he dealt in particular at a consulting level with issues related to environmental law, spatial planning and energy law, she has been a legal advisor in the office of the Minister of Environment and Energy and he has worked in an energy company specializing in the fields of Renewable Energy Sources and Energy Efficiency. She has written articles in the legal journal Environment and Law and has contributed to an honorary volume published by Nomiki Bibliotheki.
Spyros Avlonitis graduated from the Department of Informatics and Telecommunications of the National and Kapodistrian University of Athens, specializing in data and knowledge management. He continued his studies in artificial intelligence at the University of Amsterdam, where he obtained a master’s degree. His master’s thesis, dedicated to the field of reinforcement learning, was presented at the international conference RecSys 23 in Singapore. In addition, for five years, he has been working in the Netherlands as a software engineer, with deep experience in web and machine learning applications. His research interests in the field of artificial intelligence extend to reinforcement learning and advanced language models. Αrgyro Ioannidou is a member of the Hellenic Bar Association and a holder of an LLM Degree on « Technology Law, Digital Administrations and Open Governments » from the Université Paris 1-Panthéon Sorbonne in Paris. She has also obtained additional certifications on Commercial and International Investment Law from the University of Aberdeen. During her stay in Paris, she has previous experience as an in-house Privacy Counsel at one of the largest Groups of online applications and new technologies. She has also relevant working experience as an associate at a top-tier law firm in Athens, which gave her the chance to provide legal advice in privacy and intellectual property cases (among others, claims before the Hellenic Data Protection Authority, DPO services etc.) and collaborate with clients involved in the sectors of technology, tourism, health and education.
Athena Kalliakouda comes from Antikyra in Boeotia. She graduated from the Athens Law School and holds a Master’s Degree in Civil Law. She is a member of the Athens Bar Association and has been practicing martial law since 2018 in the fields of civil and commercial law. She has experience in the compliance of legal entities/businesses with the General Regulation of Personal Data Protection. She is a partner of the law firm “NIKOLAOU KALLIAKOUDA AND ASSOCIATES LAW FIRM”. She practiced as a lawyer in the legal department of the National Bank of Greece. She also has systematically dealt with sports. She is an active volleyball player and participates in national championships.
Ioannis E. Kastanas is a member of the cooperating educational staff of the Law School of the University of Nicosia where he teaches Public and Ecclesiastical Law courses. He holds master’s degrees in Public Law from the Paris II Panthéon-Assas University and in Ecclesiastical Law from the Law School of the University of Athens, from which he holds a doctorate in Public Law with honors. He prepared his post-doctoral thesis at the Law School of the University of Nicosia. He is a founding member of the Academic Society of Ecclesiastical and Canon Law and a member of the Academic Society of Administrative Justice and the Union of Greek Publicists. He is a lawyer in Athens and has written studies on Public and Ecclesiastical Law.
Emmanuela Kolovetsiou-Baliafa is a qualifies lawyer specializing in tax law, working since 2017 in a law firm in Athens, while today she works in one of the largest multinational companies providing auditing, consulting and tax services. Her role focuses on indirect and direct taxation issues at the national and international level as well as customs legislation issues, providing both advisory services and legal support in tax-related disputes at the administrative and judicial level. She is a member of the Larissa Bar Association and a graduate of the Law School of the Aristotle University of Thessaloniki, having also received a scholarship following a written competition. She also holds a master’s degree in Tax Law from the Law School of the National and Kapodistrian University of Athens. She has also attended the annual specialized Greek taxation program of the company PwC Academy.
Georgios Kotlidas is an Attorney-at-Law based in Thessaloniki, Greece, and from January 2022 has served as a Special (Legal) Advisor to the Regional Vice-Governor of Grevena, Western Macedonia, where is his place of origin. He completed two years of internship in the Northern Greece’s Legal Department of Piraeus Bank. He holds two Master’s titles, in International Public Law (Law School, Aristotle University of Thessaloniki) and in Systematic Philosophy (School of Philosophy, AUTH), while he is also completing his third Master’s in Strategic Studies (International & European Studies School, University of Macedonia).
He has participated in many academic programs in Greece and abroad (Vrije Universiteit Amsterdam, University of Pavia, Universiteit Antwerpen, etc.), focused on the conjunction of AI and Law, Competition Law, International aspects of Corporate Law, etc., and has been a researcher on the Political System of the USA in the Center for Research on Democracy & Law, University of Macedonia.
He has participated in lots of Model International Organizations (MUNs), both as a contestant and as a member of organizing committees, he has been a columnist/opinion writer for years in sites, newspapers and journals on Politics, Philosophy, Law and International Relations, is a member of a shooting sport club and an army reservists club, while he is also an active member of the European Legal Tech Association (ELSA).

Akrivi Kyriakou was born in 1992 and comes from Tripoli, Arcadia. In 2015 she graduated from the Department of Philology of the University of Patras, while then she studied at the Law School of the Aristotle University of Thessaloniki, from where she received her degree in 2020. In 2022 she received a master’s degree in Commercial Law from the Law School of the Aristotle University of Thessaloniki, while in 2023 she completed the inter-institutional postgraduate program “Law and Economics”, which is conducted by the Department of Economic Sciences of the University of Macedonia in collaboration with the School of Law of the Aristotle University of Thessaloniki. Her scientific interests revolve mainly around drug patent law and mergers and acquisitions of pharmaceutical companies, issues that she deals with thoroughly in her diplomatic work, but also in her daily legal practice. She practices litigating law as a partner in a law office in Thessaloniki, where she mainly deals with commercial law, IT law and financial crime cases, possessing significant consulting and judicial experience. In 2018, she received a scholarship from the organizer Julius – Maximilianus Universität Würzburg Law School for her participation in the winter school “European Business Law”, while she has participated in two spring schools of the Aristotle University and the KE.DI.VI.M. on financial crime and money laundering. She is certified as a specialist scientist in cybercrime and cyber security. Drafts corporate anti-money laundering compliance policies and delivers related training seminars to corporate officers and employees. She speaks English, French, German and Italian.
Antonia Markovith comes from Naoussa Imathia and is a third generation lawyer at the law firm Markoviti Law est. 1939. She graduated from the Faculty of Law of AUTH and obtained the postgraduate degree of LLM Law in a Digital Economy studying at the Universidade Católica Portuguesa Lisbon and Duke University. She is the founder of the ELSA Greece National Virtual Trial Competition (EDED) and was the first Greek woman to be elected to the international Board of the European Law Students’ Association (ELSA) in Brussels, while today she is the president of ELSA Greece Alumni. She has organized numerous legal ventures such as summer legal schools, legal research etc. in collaboration with the Council of Europe, the ILO and law firms. With a personal interest in cultural diplomacy, she participates in corresponding events for young leaders, having been to 52 countries and serving as the vice president of SWY Greece Alumni. She deals with various side projects with the object of tourism, smart cities, the Greek vineyard and the activation of young people in the public sphere.
Christina Michelakaki has a legal background and holds two master degrees with the most recent one being an LL.M on Information Technology, Media & Communications Law from the London School of Economics (LSE) (2022, London), where she wrote her thesis on Automated decision-making and the “right to an explanation” under the GDPR. She is an EU qualified lawyer and a member of the Thessaloniki Bar Association in Greece. For two years, she has been working in Brussels, currently as a Policy Counsel for Global Privacy at the Future of Privacy Forum (FPF). She is following global trends in data protection, privacy and AI laws around the world but also focuses on European and national case law, recent academic research, guidelines, and decisions from the EDPB and national DPAs and actively monitors the relevant activity of EU institutions. She has been conducting extensive research on Data Protection by Design and by Default and was one of the principal authors of an FPF Report pertaining to this matter. Her research interests also revolve around fundamental rights, children’s privacy and Artificial Intelligence.
Terpsithea Papanikolaou is a lawyer based in Athens, specializing in Intellectual Property Law and a graduate of the LLM “Intangible Assets and Competition Law” of the Law Faculty of the National Kapodistrian University of Athens. She has completed an internship at the European Patent Office, where she dealt with issues related to patent law and artificial intelligence.
She has written articles on intellectual property law and data protection. She is a certified Data Protection Officer and speaks English, German, Italian, French, Russian and Turkish.
Adam Marios Paschalidis is a graduate of Athens University of Law, with postgraduate studies in International Arbitration and Business Law. For the last three years he has been working in Luxembourg on behalf of a multinational law firm based in the USA. He specializes in providing legal advice to Asset Managers and Alternative Investment Funds.
He has emerged as an exclusive advisor to the company’s clients on matters of harmonization with the European rules of sustainable development (SFDR/ Taxonomy), while taking on cases related to issues of cryptocurrencies and cryptoassets. His area of interest also lies in artificial intelligence and DLT technology.
His aim is to contribute to the Institute’s areas of activity, with an emphasis on Economy and Commerce.
Vasia Pikrou is a qualified lawyer (Athens Bar Association) and a graduate of the Law School of the National and Kapodistrian University of Athens. She also holds an MA in Media from the London School of Economics and Political Sciences (LSE). She has handled a variety of corporate law cases for over ten years with an emphasis on the formation of start-ups, legal support of established companies and also in the process of mergers and acquisitions of companies. She has gained extensive experience in auditing commercial agreements. She also specializes in providing consulting services to companies with an emphasis on technology in general and software (as a service) in particular. Vasia Pikrou has been a legal advisor at the General Secretariat of Information and Communication, where she handled media law cases as well as administrative law and is a legal advisor to a multinational company active in the technology sector.
Athena Schina was born in Athens on December 31, 1993, and she comes from Megara Attica. She serves as a Judge of the Administrative Court of First Instance of Piraeus from September 2023 following her admission to the National School of Judicial Officers (2021). She completed her undergraduate studies at the Law School of the University of Athens (2011-2015), and then received two postgraduate degrees, in “Public Law” (2016) and “Tax Law” (2017) from the Law School of the University of Athens. She is a candidate for a PhD in Public Law at the Faculty of Law of the same University, while she speaks English, German, French and Spanish.
Dimitris Sykas is a Data Scientist with special focus on Earth Observation and Artificial Intelligence and an entrepreneur. He received his degree (Surveying Engineer) from NTUA in 2010, where he also received his Ph.D. in hyperspectral earth observation in 2016. He started his career as a Research Associate and Teaching Associate in the Laboratory of Remote Sensing of NTUA, and since 2010 worked a value adding company as a Remote Sensing Expert and Geospatial Analyst. From the beginning of 2015 Dimitris was positioned as Senior Technical Specialist – EO Engineer. From 2018 Dimitris worked in an agritech company as a Senior Earth Observation Expert and Data Scientist. There, Dimitris worked on developing/implementing algorithms and machine learning models for smart farming and CAP applications. Continuing, he performed PostDoc research in the National Observatory of Athens regrading earth observation on agricultural applications with deep learning techniques. Following, Dimitris joined cloudeo as the Chief Technological Officer (CTO) of the group. Dimitris is also the founder of GEO University, an online learning platform on GIS and Earth Observation. In parallel he participates in startups and established companies as an advisor on how to integrate AI the their workflows, products and mindset.
He has participated in more than 25 funded EU and ESA projects, has over 23 peer reviewed scientific publications in the field of Earth Observation, and is an inventor of an European patent in hyperspectral data compression.
Dionysios Tsachouridis is a Law School graduate and a registered lawyer in Cyprus. He holds an L.L.M. degree in International Tax Law from the University of Amsterdam Law School and the International Bureau of Fiscal Documentation (IBFD), and holds a diploma in the Luxembourg taxation from the Luxembourg Ministry of Education. He has worked in the Law Office of the Republic of Cyprus specializing in administrative law cases, in a Dutch company provider of trust and banking services as a compliance officer, and in a multinational audit/consulting firm in Luxembourg as an international tax law consultant. He specializes in Transfer Pricing, EU Tax Law, Double Tax Treaties & Negotiation, and VAT/GST.
Martha Tsaridi is an EU Qualified Lawyer, Data Protection Officer (DPO), and Licensed Insurance Broker in Greece. Her professional background spans across the Banking, Finance, and Insurance domains. She worked as a Research Assistant at Brunel University London, where her research primarily revolved around the alignment of current regulations with advancements in innovative technologies and environmentally friendly sustainable energy, supported by a comprehensive cost-benefit analysis. She completed her Law Degree (LL. B) and earned a Postgraduate Diploma in History, Philosophy, and Sociology of Law from Aristotle University of Thessaloniki. Additionally, she holds an LL.M in International Commercial Law from Brunel University London. Currently, she is in the final stages of completing the EBI Master in EU Banking Law and Financial Regulation (LL.M), specializing in financial regulation and accounting, the fundamental aspects of financial systems, consumer protection, investment safeguards, behavioural economics, and the incorporation of environmental, social, and governance (ESG) principles into the financial landscape. Her extensive expertise lies in compliance practices spanning various industries, with a distinct focus on reporting requirements (MiFID II, MIFIR, MAR, EMIR), data disclosure, macroprudential oversight, and systemic risk mitigation. Her areas of interest encompass Regulatory Technology (RegTech), Financial Technology (FinTech), Insurance Technology (InsurTech), Artificial Intelligence (AI), and Central Bank Digital Currencies (CBDCs). She also maintains a keen concern for ethical considerations, board culture, and accountability within the context of ESG matters. In 2022, she completed her triple awarded thesis titled “RegTech in the Banking sector: The legal challenges and misconceptions. Are RegTech solutions the response to enhance risk management?”, in which she explored the legal and risk management obstacles faced by RegTech solutions within the Banking sector.
Achilles Tsoutsis is a lawyer and business consultant, specializing in international transactions and dispute resolution. He holds an LL.B and an LL.M in Private International Law from the University of Athens, and an LL.M International Economic Law from the Geneva Graduate Institute (IHEID). He also holds a minor in Finance from DEREE, and has completed courses and diplomas in economics & policy at IELPO and Humboldt, film direction at EICAR Paris, and International Business at Harvard Extension School. He is also a registered arbitrator of the Athens Chamber of Commerce. He speaks English and French, has served as Secretary General of ELSA Athens and has participated in numerous MUN conferences as well as moot court competitions (Phillip C. Jessup, VIS). He has experience from governmental institutions (intern at the Bank of Greece), international law firms (Quinn Emanuel Paris & LALIVE Geneva) as well as corporate groups (KAPPA financial and ATESE & MILTECH Group). For the last two years he is the senior legal counsel of ATESE & MILTECH S. A., a group active in construction, defense, energy and new technologies, as well as of EKOME Media, the body managing state aid to the audiovisual industry, of the Ministry of Culture, and he is a PhD candidate at the Law School of Athens.

Stefanos Tyros, born in 1993 and raised in Kalamata, is a physicist and an economist that works as a researcher on the interaction of work and new technology adoption. Having taken part is a number of science Olympiads, he studied Physics in Durham University. He holds a Master’s degree in Applied Mathematics from the University of Southampton and in Economics from the University of Amsterdam. He is currently a doctoral researcher at VU Amsterdam. Stefanos has also worked for the Dutch think tank CPB and for the OECD and has written on variety of topics including the Dutch pension system, the effect of automation and the green transition on the European labour market, and the interaction between the workforce’s skills and new technologies. He also regularly write for the press, mostly on topics regarding labour, economics, and European policies.
Androniki Maria Tzomaka hails from Ioannina (Greece) and is a member of the Nafplio Bar Association. She graduated from the School of Law at the National and Kapodistrian University of Athens in 1998 and earned a Master’s degree in European Cultural Policies from the Faculty of Law at the Université de Bourgogne (France) in 2001. She studied in the postgraduate program Computer Science at the Department of Informatics and Telecommunications at the University of Peloponnese (Greece) in 2022. Her research focused on the regulation and use of Artificial Intelligence in the Public Administration. Additionally, she obtained distance learning certificates in International Cyber Conflicts from The State University of New York (2020) and in Information Security: Context and Introduction from Royal Holloway, University of London (2020). She is fluent in English, French and Italian. She has worked in the public sector in Greece and France, as well as at the European Commission in Brussels. She has 20 years of experience managing European co-financed projects for the public sector. She has expertise in DG COMMUNICATION projects focused on public communication issues and has worked as an expert in DG REFORM projects related to digital transformation of public administration. Additionally, she has provided her services to European networks such as Europe Direct (European Commission) and Club de Strasbourg (Ville de Strasbourg in partnership with the Council of Europe). She has coordinated the organization of scientific collaborations in the town of Nafplio between the municipality’s legal entities and the National Hellenic Research Foundation, the Library of the Hellenic Parliament, the Academy of Athens and Harvard’s University Center for Hellenic Studies in Greece. She has also coordinated European co-financed projects for cultural heritage digitization for the Municipality of Nafplio and established synergies with the Department of Applied Geomatics of Hogent University (Ghent, Belgium).

Yiannis Goundouras holds a degree in Mathematics (minor in computer science and computational mathematics) from the University of Ioannina and a master’s degree in Artificial Intelligence from the University of Amsterdam. He has been working in the field of artificial intelligence for the last three years and has been a Lead Data Scientist in a property management company in the Netherlands. He did his master’s thesis in Boston, collaborating with a Harvard University research center. In addition, he is starting his PhD in Machine Learning, Artificial Intelligence and Large Linguistic Models in fall 2023. He has deep experience in most areas of AI (machine learning theory, natural language processing, computer vision). His research interests lie at the intersection of interpretable AI, augmenting useful agents with Large Linguistic Models, and introducing additional modalities such as vision and embodiment to ground intelligent agents. His aim is, in the context of the interdisciplinary dialogue between law and technology, to contribute to the work of lawyers by providing technical knowledge which is considered necessary for the proper regulation of AI action.
Petros Kalendralis was born in Greece on August 13th 1991. In 2009 he started his Bachelor of Science in Physics at the University of Ioannina in Greece. In 2015, he completed the military obligatory service in Alexandroupolis, Greece. In 2016, he started his Master degree in Medical Physics at the University of Aberdeen in Scotland. During his master, he focused in radiotherapy and specifically, he showed interest in the investigation of different novel treatment techniques for breast cancer. In 2017, he joined the Clinical Data Science research group of MAASTRO clinic, Maastricht, The Netherlands as a medical physicist.
In 2019, he transitioned to a PhD trajectory within the Clinical Data Science research division of MAASTRO clinic and Maastricht University. His research focuses on the implementation of Artificial Intelligence applications in radiotherapy and the role of the FAIR principles in medical imaging, machine learning prediction models and quality assurance of radiotherapy treatment planning. During his PhD, he obtained two travel grants (European Society of Radiation Oncology-ESTRO and European Nuclear Education Network -ENEN awards) and participated to international conferences (such as ESTRO and European Conference of Medical Physics) presenting his research. He has established collaborations with international radiotherapy centres such as the University of Washington Medical Centre in Seattle and the radiotherapy department of Greater Poland Cancer Centre in Poznan Poland (research visit funded by ESTRO). Next to his research activities, since July 2020 for two years, he was a representative of the GROW PhD students in the GROW council aiming to promote the interests of the PhD students within the GROW institute. Furthermore, he was an active member of the Faculty PhD Committee (FPC) of the Faculty of Health, Medicine and Life Sciences (FHML) of Maastricht University. In September 2022, he started his postdoctoral research on FAIR data infrastructures at the Clinical Data Science department of MAASTRO clinic and Maastricht University.
Georgios Konstantinou is an EU government affairs advisor based in Brussels, advocating for clients in digital topics, such as AI, cloud services and IP. Leveraging his prior experience in programming, Georgios possesses technical knowledge in AI, covering Machine Learning and Deep Learning. In addition to his practical experience, he holds certifications in Machine Learning and Data Science being able to understand complex AI structures and the way they work. He has also worked as a lawyer in Competition in Brussels and served as a legal intern at the Hellenic Competition Commission in Athens. Georgios holds a Bachelor’s Degree in Law and a Master’s Degree in Competition and IP Law from the National and Kapodistrian University of Athens, with his thesis in Artificial Intelligence and Competition Law.
Vrettos Moulos was born in Athens in 1983. He graduated from the School of Information and Communication Systems Engineering at the University of the Aegean (’00). He holds three master degrees: one in Artificial Intelligence from Imperial College London (’07), another in Information Technology Law from King’s College London (’08), and the third in Techno-Economic Systems from the National Technical University of Athens (’10). He completed his doctorate in Information and Data Security at the National Technical University of Athens (’19) and continues to work as a researcher there to this day. He co-founded two startups in the United Kingdom, where he led technical teams for high-demand commercial projects in the field of security. In recent years, he has been an adjunct professor at the School of Mechanical Engineering at the National Technical University of Athens and collaborates with research institutes and universities on various studies. He has actively participated in more than 10 European projects (IST, FP7, Horizon2020, Horizon Europe) and national research programs. His research interests focus on Data Protection, Machine Learning, and Cloud Computing Security. He has also served as an advisor to the International Security Management and Knowledge Alliance (ISM-KA) and the Cloud Security Alliance (CSA), receiving awards for his contributions.
Stelios Mouratidis was born in 1992 and is a graduate of the Department of Computer Science and Biomedical Informatics at the University of Thessaly. He continued his studies, earning a master’s degree in Artificial Intelligence from the University of Aberdeen. Since 2018, he has been working in Brussels as a software engineer for IT companies, mainly in the semiconductor electronics manufacturing industry, focusing on research and development of new technologies. His interests include among others, Sports Data Analysis, Computer Vision, and the creation and processing of Synthetic Data.

Spyros Sapounas was born and and grew up in Athens. He graduated with a degree in from the Medical School of Athens in 2006. He then completed the general part of Pathology at the General General Hospital Sismanoglio. Completed the specialty Endocrinology-Diabetes-Metabolism at Alexandra General Hospital in 2019.In the meantime she graduated with a degree in with honors from the MSc in Crisis Management Health Care Management at the University of Athens in 2018. His doctoral thesis was completed at the University of Athens, Greece. thesis on “Interventions minimizing the risk of transmissionCOVID-19” will be completed within the next next year. In parallel, S. Sapunas has been working since 2005 at the National Public Health Agency, formerly the National Public Health KEEΛPNO, serving in various departments of the organization. Since February from February 2020, he heads the Directorate Preparedness and Response Division of the EODY, having a leading role in the in the response to the pandemic of the COVID-19 pandemic. He has also been a key player in the implementation of the COVID Vice-Chairman of the Board of Directors of EODY during the during the pandemic. At the same time he developed programmes for artificial intelligence to detect possible of possible cases of the new coronavirus and participated in the development team corresponding interventions at the portals at the country’s entry gates. He is also involved as national contact point in European bodies on epidemic intelligence and ai.
Anastasis Paliouras – Legal Intern
He comes from Elassona, and he is a graduate of the Department of History and Ethnology of the University of Athens and currently a third-year student of law at the University of Athens. He is a certified Data Protection Officer (DPO) and holder of professional training certificates in the field of information systems and cyber security (provided by Google, IBM, issued by coursera). He has basic programming knowledge (Python, C). He has successfully participated in a summer school with the subject of European criminal law, with an in-depth study of economic criminal law (AFTH) and as a member of the organizing committee (Coordinator) in another summer school on European constitutional law (ELSA-AUTH). He is also an active member of two non-political associations (European Law Students’ Association, United Nations’ society), as well as the first study laboratory on Animal Law in Greece (Dogs’ voice in collaboration with the law schools of Greece). Finally, he writes annually for the legal magazine “expressis verbis Law journal” content on issues of Constitutional Law.
